कोरबा(दि.17सप्टेंबर):- शहरी निकाय क्षेत्रों में नजूल भूमि पर बसे लोगों को भूस्वामी पट्टा देने के कांग्रेस राज्य सरकार के निर्णय का स्वागत करते हुए मार्क्सवादी कम्युनिस्ट पार्टी ने पुनर्वास गांवों में बसाये गए भू-विस्थापित किसानों को भी पट्टा देने, पूर्व में अधिग्रहित भूमि को मूल भूस्वामी किसानों को लौटाने की मांग के साथ ही जिन विस्थापितों को पुनर्वास सुविधा नहीं मिली है, उन्हें बुनियादी सुविधाओं के साथ पुनर्वास देने की भी मांग की है।
आज यहां जारी एक बयान में माकपा जिला सचिव प्रशांत झा ने कहा है कि माकपा शुरू से ही भूमिहीनों को भूमि तथा आवासहीनों को आवास देने की मांग पर संघर्ष कर रही है। कांग्रेस की निगम सरकार को माकपा ने इसी शर्त पर समर्थन दिया था कि वह भूमि, आवास और संपत्ति कर जैसे मुद्दों पर गरीबों की समस्या हल करेगी। इस मुद्दे पर माकपा के पिछले दस सालों के लगातार संघर्ष का नतीजा है कि राज्य सरकार को जनहित में यह फैसला लेना पड़ा है। अब माकपा यह सुनिश्चित करेगी कि राज्य सरकार का यह फैसला केवल चुनावी फैसला बनकर न रह जाए।
माकपा नेता ने कहा कि कोरबा में 13000 हेक्टेयर भूमि पर 1.75 लाख से ज्यादा गरीब परिवार आवास बनाकर काबिज है। इसमें कोरबा नगर निगम में शामिल कच्ची बस्तियों में रह रहे हजारों परिवार भी सम्मिलित हैं। इससे स्पष्ट है कि पिछले 50 वर्षों के कांग्रेस-भाजपा राज में उद्योगों के नाम पर जरूरत से ज्यादा भूमि अधिग्रहित की गई है। इस जबरन अधिग्रहण का शिकार गरीब किसान हुए हैं, जो आज भी मुआवजा, पुनर्वास और रोजगार के लिए माकपा और किसान सभा के झंडे तले संघर्ष कर रहे हैं। जब किसानों की जबरन अधिग्रहित भूमि पर काबिज लोगों को पट्टे दिए जा रहे हैं, तो पुनर्वास गांवों के हजारों भू-विस्थापित किसानों को पट्टों से वंचित रखना समझ के परे हैं। माकपा ने भू-विस्थापित किसानों को भी काबिज भूमि का पट्टा देने तथा उद्योगों के नाम पर पूर्व में अधिग्रहित भूमि को मूल भू स्वामी किसानों को लौटाने के साथ ही जिन विस्थापितों को पुनर्वास नहीं मिला है, उन्हें बुनियादी मानवीय सुविधाओं के साथ पुनर्वास देने की मांग की है।
झा ने बताया कि भू-विस्थापित किसानों की इन मांगों को लेकर माकपा जल्द संघर्ष तेज करने की योजना बना रही है।

Korba. Welcoming the Congress State Government’s decision to grant land lease to the people settled on Nazul land in the urban body areas, the Communist Party of India (Marxist) also called for grant of land lease to the land displaced farmers settled in the rehabilitation villages and to return the previously acquired land to the original land owner farmers. Along with the demand for return, there is also a demand to provide rehabilitation with basic facilities to the displaced people who have not received rehabilitation facilities.
In a statement issued here today, CPI(M) District Secretary Prashant Jha has said that CPI(M) has been fighting since the beginning on the demand of providing land to the landless and housing to the homeless. The CPI(M) had supported the Congress in Corporation on the condition that it would solve the problems of the poor on issues like land, housing and property tax. The result of CPI(M)’s continuous struggle on this issue for the last ten years is that the state government has had to take this decision in public interest. Now CPI(M) will ensure that this decision of the state government does not remain just an election decision.
The CPI(M) leader said that more than 1.75 lakh poor and homeless families are occupying 13,000 hectares of land in Korba for houses. This also includes thousands of families living in slums included in Korba Municipal Corporation. It is clear from this that during the last 50 years of Congress-BJP rule, more land than required has been acquired in the name of industries. The victims of this forcible acquisition have been the poor farmers, who are still struggling under the flag of CPI(M) and Kisan Sabha for compensation, rehabilitation and employment.
When leases are being given to the people occupying the forcibly acquired land of farmers, it is incomprehensible to deprive thousands of land-displaced farmers of resettlement villages from leases. CPI(M) also demanded giving lease of the occupied land to the land displaced farmers and returning the land acquired earlier in the name of industries to the original land owners along with providing rehabilitation with basic human facilities to the displaced people who have not received rehabilitation till now.
Jha said that the CPI(M) is planning to soon intensify the struggle regarding these demands of the land-displaced farmers.
