अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने आज विधानसभा में पेश बजट को “उदारीकरण की दिशा में चुनावी चिंता वाला लोकलुभावन बजट” करार दिया है।
आज यहां जारी अपनी प्रतिक्रिया में छत्तीसगढ़ किसान सभा के अध्यक्ष संजय पराते और महासचिव ऋषि गुप्ता ने कहा है कि मनरेगा ग्रामीण रोजगार का सबसे बड़ा साधन है, लेकिन पंजीकृत परिवारों को औसतन 40 दिन ही काम मिल रहा है। इसके प्रभावी क्रियान्वयन के बारे में भी बजट में कोई दिशा नहीं है। जो योजनाएं पहले से लागू है, केवल उन्हें दुहराकर खेती-किसानी और गांवों का विकास नहीं किया जा सकता। इन चार सालों में भाजपा राज से जारी किसान आत्महत्याओं में कोई कमी नहीं आई है, जो प्रदेश में गहराते कृषि संकट का प्रतिबिंब है।
उन्होंने कहा कि प्रदेश में जल, जंगल, जमीन और खनिज जैसे प्राकृतिक संसाधनों की कॉर्पोरेट लूट से आदिवासी समुदाय और ग्रामीण जनता तबाह हो रही है, उस पर बजट में कोई चिंता नहीं है, क्योंकि यह लूट कांग्रेस और भाजपा दोनों के संरक्षण में हो रही है। यही कारण है कि पिछले चार सालों में केवल 40000 आदिवासियों को ही आधा-अधूरा वनाधिकार दिया गया है, जबकि लाखों आवेदनों को सबूत के बावजूद खारिज कर दिया गया है। बरसों पुराने अधिग्रहण के प्रकरणों पर मुआवजा, रोजगार और पुनर्वास के मुद्दे पर भी सोची-समझी चुप्पी साध ली गई है। पेसा के क्रियान्वयन के लिए जो नियम बनाये गए हैं, उससे पेसा की मूल भावना का ही उल्लंघन होता है।
किसान सभा नेताओं ने कहा है कि बेरोजगारी भत्ता के लिए केवल 250 करोड़ रुपयों का प्रावधान किया गया है, जिससे केवल 83000 बेरोजगारों को ही भत्ता दिया जा सकता है, जबकि पंजीकृत बेरोजगारों की संख्या ही 19 लाख है और गैर-पंजीकृत बेरोजगार इससे कहीं ज्यादा है। गरीबी के पैमाने पर भी 72% परिवार गरीबी रेखा के नीचे जीवन-यापन कर रहे हैं। अतः बेरोजगारी भत्ता की घोषणा केवल ‘चुनावी जुमला’ भर है। इसके साथ ही, प्रदेश में लगभग एक लाख सरकारी पद रिक्त हैं, न उन्हें भरने की घोषणा की गई है और न ही अनियमित कर्मचारियों को नियमित करने की। आंगनबाड़ी कर्मियों के मानदेय में वृद्धि आईसीडीएस के प्रस्ताव से बहुत नीचे हैं और रसोईयों और सफाईकर्मियों को कलेक्टोरेट दर से भी वंचित रखा गया है। इससे साफ है कि समाज के सबसे ज्यादा दमित-शोषित निचले तबके के प्रति सरकार का क्या रवैया है?
किसान सभा ने कांग्रेस सरकार की कॉर्पोरेटपरस्त नीतियों के खिलाफ आम जनता को लामबंद करने अभियान चलाने की घोषणा की है।

In their response released here today, Chhattisgarh Kisan Sabha President Sanjay Parate and General Secretary Rishi Gupta have said that MNREGA is the biggest source of rural employment, but registered families are getting work only for 40 days on an average. There is no direction in the budget regarding its effective implementation. Agriculture and villages cannot be developed by merely repeating the schemes which are already implemented. In these four years of BJP rule, there has been no decrease in farmer suicides, which is a reflection of the deepening agrarian crisis in the state.
He said that the corporate loot of natural resources like water, forest, land and minerals is destroying the tribal community and rural people in the state, there is no concern in the budget because this loot is happening under the patronage of both Congress and BJP. Is. This is the reason why only 40,000 tribals have been given half-baked forest rights in the last four years, while lakhs of applications have been rejected despite evidence. Considerable silence has also been kept on the issue of compensation, employment and rehabilitation in cases of years-old acquisition. The rules made for the implementation of PESA violate the very spirit of PESA.
Kisan Sabha leaders have said that a provision of only 250 crore rupees has been made for unemployment allowance, due to which only 83000 unemployed can be given allowance, while the number of registered unemployed is 19 lakh and non-registered unemployed are much more than this. Is. Even on the scale of poverty, 72% families are living below the poverty line. Therefore, the announcement of unemployment allowance is just an ‘election jumla’. Along with this, about one lakh government posts are vacant in the state, neither has been announced to fill them nor regularize the irregular employees. The increase in honorarium of Anganwadi workers is far below the ICDS proposal and cooks and sweepers have been kept out of the collectorate rate. It is clear from this that what is the attitude of the government towards the most oppressed-exploited lower section of the society?
The Kisan Sabha has announced a campaign to mobilize the general public against the pro-corporate policies of the Congress and BJP governments.
