रायपुर(दि.4जानेवारी):-अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने मनरेगा मजदूरी के लिए नए नियमों को लागू किए जाने का विरोध किया है और इन नियमों को मनरेगा कानून का उल्लंघन बताया है। नए नियमों के अनुसार, आधार कार्ड के आधार पर मनरेगा मजदूरों को रोजगार पाने के लिए पात्र और गैर-पात्र मजदूरों में विभाजित किया गया है, पिछले तीन वर्षों में कम-से-कम एक दिन काम करने वालों को ही पात्र माना गया है तथा मजदूरों की ऑन लाइन उपस्थिति दर्ज करने और केवल ऑन लाइन मजदूरी भुगतान करने का आदेश दिया गया है। किसान सभा ने इन नियमों को वापस न लिए जाने पर आंदोलन की चेतावनी दी है।
किसान सभा ने कहा है कि मनरेगा कानून ग्रामीण क्षेत्रों में रोजगार पाने के इच्छुक हर जॉब कार्डधारी परिवार को बिना किसी भेदभाव के न्यूनतम 100 दिनों का रोजगार उपलब्ध कराने की गारंटी देता है और ये नियम इस गारंटी का उल्लंघन करते हैं। किसान सभा का आरोप है कि भाजपा शुरू से ही मनरेगा के खिलाफ रही है और ये नियम इस बात का सबूत है कि वह मनरेगा कानून को खत्म करने पर तुली हुई है।
आज यहां जारी एक बयान में छत्तीसगढ़ किसान सभा के संयोजक संजय पराते, सह संयोजक ऋषि गुप्ता और वकील भारती ने कहा है कि इन नियमों के कारण जहां राष्ट्रीय स्तर पर 12 करोड़ लोग मनरेगा में रोजगार पाने से वंचित हो जाएंगे, वहीं छत्तीसगढ़ में रोजगार गारंटी कार्ड होने के बावजूद लगभग 17 लाख परिवार रोजगार पाने के पात्र नहीं होंगे।
किसान सभा नेता ने कहा है कि ग्रामीण भारत के बड़े हिस्से में कनेक्टिविटी खराब है, जिसके कारण ऑन लाइन उपस्थिति दर्ज करना और भुगतान पाना मुश्किल है। जिन लोगों ने पहले मनरेगा में काम किया है, उनकी ऑन लाइन उपस्थिति दर्ज न हो पाने के कारण वे आज भी मजदूरी भुगतान पाने के लिए संघर्ष कर रहे हैं। मनरेगा में काम करने के बावजूद ऐसे मजदूर अब रोजगार पाने से वंचित हो जाएंगे। ऐसे कार्डधारी, जिन्होंने पहले मनरेगा में काम नहीं किया है, लेकिन अब रोजगार चाहते हैं, नए नियमों के तहत अब वे भी अपात्र होंगे।
उन्होंने कहा कि देशव्यापी कृषि संकट और ग्रामीण क्षेत्रों में उच्च बेरोजगारी के समय मनरेगा ग्रामीण गरीबों के लिए जीवन रेखा साबित हुई है। ऐसे समय में भाजपा सरकार प्रौद्योगिकी के उपयोग के नाम पर मनरेगा कानून की जड़ों पर ही प्रहार कर रही है, जिसे स्वीकार नहीं किया जा सकता। किसान सभा ने इन नियमों को वापस न लेने पर आंदोलन संगठित करने की चेतावनी दी है।

Raipur. Chhattisgarh Kisan Sabha, affiliated to All India Kisan Sabha, has opposed the implementation of new rules for MNREGA wages and termed these rules as a violation of the MNREGA law. According to the new rules, on the basis of Aadhaar card, MNREGA laborers have been divided into eligible and non-eligible laborers for getting employment, only those who have worked for at least one day in the last three years have been considered eligible and orders have been given to register the attendance of workers online and pay wages only online. Kisan Sabha has warned of agitation if these rules are not withdrawn.
Kisan Sabha has said that the MNREGA Act guarantees to provide minimum 100 days of employment without any discrimination to every job card holding family seeking employment in rural areas and these rules violate this guarantee. Kisan Sabha alleges that BJP is against MNREGA since the beginning and this rule is proof that it wants to abolish the MNREGA law.
In a statement issued here today, Chhattisgarh Kisan Sabha convenor Sanjay Parate, co-convenor Rishi Gupta and Vakil Bharti have said that due to these rules, while 12 crore people at the national level will be deprived of employment under MNREGA ; in Chhattisgarh, despite having employment guarantee cards, about 17 lakh families will not be eligible to get employment.
The Kisan Sabha leader has said that connectivity is poor in large parts of rural India, due to which it is difficult to register attendance online and get payment. People who have previously worked under MNREGA are still struggling to get wage payments due to not being able to register their attendance online. Despite working under MNREGA, such laborers will now be deprived of employment. Cardholders who have not previously worked under MNREGA, but now want employment, will also be ineligible under the new rules.
Kisan sabha leaders said that MNREGA has proved to be a lifeline for the rural poor at a time of nationwide agrarian crisis and high unemployment in rural areas. At such a time, the BJP government is attacking the very roots of the MNREGA law in the name of use of technology, which cannot be accepted. Kisan Sabha has warned of organizing a movement if these rules are not withdrawn.
