रायपुर(दि.8जानेवारी):-पूरे प्रदेश में वाहनों को रोके जाने तथा लोगों को हिरासत में लिए जाने के बावजूद संयुक्त किसान मोर्चा और छत्तीसगढ़ बचाओ आंदोलन की पहलकदमी पर कल हसदेव में हजारों लोगों ने नागरिक प्रतिरोध मार्च में हिस्सा लिया और हसदेव अरण्य की कॉर्पोरेट लूट और आदिवासियों के दमन के खिलाफ अपनी आवाज उठाई। संयुक्त किसान मोर्चा ने आरोप लगाया है कि प्रतिरोध मार्च को विफल करने के लिए भाजपा राज्य सरकार द्वारा दुर्ग, बस्तर, रायपुर, बिलासपुर, कोरबा, सरगुजा और सूरजपुर से आने वाले 200 से ज्यादा वाहनों को रोका गया है और 2000 से ज्यादा नागरिकों को हिरासत में लिया गया है। सरकार के इस जनविरोधी और तानाशाही रूख की इन दोनों संगठनों ने निंदा की है।
नागरिक प्रतिरोध मार्च को रोकने के लिए रायपुर-अंबिकापुर सड़क मार्ग के सभी टोल नाकों और थानों पर वाहनों को रोकने के लिए भारी पुलिस बल तैनात किया गया था। रायपुर में आंदोलन का नेतृत्व करने वाले प्रमुख लोगों को सुबह ही गिरफ्तार कर लिया गया था। फिर भी इस धर-पकड़ और चेकिंग को दगा देते हुए हसदेव के मुद्दों के प्रति संवेदनशील हजारों नागरिक हसदेव पहुंच गए। यहां भी उन्हें रोकने के लिए भारी बैरिकेडिंग की गई थी। पुलिस अधिकारियों से काफी बहस के बाद आक्रोशित नागरिकों ने बैरिकेडिंग तोड़कर अपना मार्च शुरू किया। प्रशासन ने हसदेव क्षेत्र के नागरिकों को भी अपने गांवों से निकलने पर प्रतिबंध लगा दिया था। मार्च में शामिल नागरिकों द्वारा हाईवे जाम किए जाने की चेतावनी दिए जाने के बाद इस प्रतिबंध को खत्म किया गया और गांवों के लोग सभास्थल पर पहुंचे।प्रशासन के इस रुख के खिलाफ रोके गए नागरिकों और आंदोलनकारियों ने दुर्ग और अंबिकापुर में भी प्रदर्शन किया और हसदेव के विनाश के खिलाफ अपना गुस्सा जाहिर किया।
पूरे प्रदेश से जुटे नागरिकों और दलितों, आदिवासियों और किसानों के बीच काम करने वाले संगठनों के नेताओं ने सभा को संबोधित किया। इनमें छत्तीसगढ़ बचाओ आंदोलन के आलोक शुक्ला, छत्तीसगढ़ किसान सभा के संजय पराते, भारतीय किसान यूनियन के प्रवीण श्योकंद, पूर्व विधायक जनकलाल ठाकुर, आदिवासी महासभा के सौरा यादव तथा कांग्रेस अध्यक्ष दीपक बैज आदि शामिल थे।
आलोक शुक्ला ने पिछले दस सालों से हसदेव अरण्य को बचाने के लिए किए जा रहे संघर्षों को विस्तार से बताया। उन्होंने बताया कि किस प्रकार पिछली भाजपा सरकार द्वारा ग्राम सभा के नाम पर फर्जी प्रस्ताव पारित किए गए और इस आधार पर अडानी को कोयला खदानों का आबंटन किया गया। उन्होंने आरोप लगाया कि कांग्रेस सरकार ने भी इस फर्जीवाड़े के खिलाफ कोई कदम नहीं उठाया। लेकिन इस कॉर्पोरेट लूट और आदिवासियों के विस्थापन के खिलाफ संघर्ष जारी रहेगा तथा भाजपा सरकार को हसदेव को खनन मुक्त क्षेत्र बनाने के विधानसभा के सर्वसम्मत प्रस्ताव को लागू करने के लिए बाध्य किया जाएगा।
संजय पराते ने कहा कि जल, जंगल, जमीन और खनिज का मामला राज्य सरकार के अधिकार क्षेत्र में है और हसदेव में जंगल कटाई के लिए राज्य और केंद्र की भाजपा सरकार पूरी तरह जिम्मेदार है। यहां बिजली और विकास के नाम पर अडानी की लूट के लिए विनाशलीला रची जा रही है और इसके खिलाफ लड़ने वाले नागरिकों के लोकतांत्रिक अधिकारों का हनन किया जा रहा है। उन्होंने कहा कि हसदेव को खनन मुक्त क्षेत्र बनाने के बजाए नागरिक मुक्त क्षेत्र बनाने की साजिश की जा रही है और इस क्षेत्र में नागरिकों के प्रवेश पर अघोषित प्रतिबंध लगाया जा रहा है। किसान सभा नेता ने पेसा और आदिवासी वनाधिकार कानून को सर्वोच्च बताते हुए इसे लागू करने और इस क्षेत्र में आबंटित सभी कोल ब्लॉकों की स्वीकृतियां निरस्त करने की मांग की। उन्होंने कहा कि ग्राम सभाओं के फर्जी प्रस्तावों के आधार पर दी गई किसी भी खनन अनुमति की कोई वैधता नहीं है, फिर उसमें चाहे प्रधानमंत्री के हस्ताक्षर हो या राष्ट्रपति के।
कांग्रेस अध्यक्ष दीपक बैज ने भाजपा राज में ग्राम सभाओं के नाम पर अडानी द्वारा तैयार फर्जी प्रस्तावों को कांग्रेस सरकार द्वारा निरस्त न किए जाने की गलती मानी तथा आश्वासन दिया कि भविष्य में वह हमेशा हसदेव के आदिवासियों के साथ खड़ी रहेगी। सभा को आप, जोहार छत्तीसगढ़ पार्टी, मार्क्सवादी कम्युनिस्ट पार्टी, भाकपा (माले)-रेड स्टार और लिबरेशन के प्रतिनिधियों ने भी संबोधित किया और आदिवासियों और हसदेव के संघर्षों के साथ अपनी एकजुटता प्रकट की।
Thousands broke the barricades and carried out civil resistance march in Hasdev, Sanyukta Kisan Morcha accused of detaining more than 2000 people*
Raipur. Despite vehicles being stopped and people being detained across the state, thousands of people took part in a civil resistance march in Hasdev yesterday on the initiative of Samyukt Kisan Morcha and Chhattisgarh Bachao Andolan and raised their voice against the corporate plunder of Hasdev Aranya and oppression of tribals. Samyukta Kisan Morcha has alleged that to thwart the protest march, more than 200 vehicles coming from Durg, Bastar, Raipur, Bilaspur, Korba, Surguja and Surajpur have been stopped by the BJP state government and more than 2000 citizens have been detained. Both these organizations have condemned this anti-people and dictatorial stance of the government.
Heavy police force was deployed to stop vehicles at all toll points and police stations on the Raipur-Ambikapur road to stop the civil protest march. Some people leading the movement in Raipur were arrested in the morning itself. Nevertheless, defying this arrest and checking, thousands of citizens sensitive towards Hasdev’s issues reached Hasdev. Here too heavy barricading was done to stop them. After much debate with the police officers, the angry citizens broke the barricades and started their march. The administration had also banned the citizens of Hasdev area from leaving their villages. This ban was lifted after the citizens participating in the march warned of blocking the highway and the people of the villages reached the meeting venue. The citizens and agitators who were stopped against this stand of the administration also demonstrated in Durg and Ambikapur and expressed their anger against the destruction of Hasdev.
Citizens gathered from across the state and leaders of organizations working among dalits, tribals and farmers addressed the gathering. These included Alok Shukla of Chhattisgarh Bachao Andolan, Sanjay Parate of Chhattisgarh Kisan Sabha, Praveen Sheokand of Bharatiya Kisan Union, former MLA Janaklal Thakur, Saura Yadav of Adivasi Mahasabha and Congress President Deepak Baij etc.
Alok Shukla explained in detail the struggles being carried out for the last ten years to save Hasdev Aranya. He told how fake resolutions were passed in the name of Gram Sabha by the previous BJP government and on this basis coal mines were allotted to Adani. He alleged that the Congress government also did not take any action against this fraud. But the struggle against this corporate plunder and displacement of tribals will continue and the BJP government will be forced to implement the unanimous resolution of the Assembly to make Hasdeo a mining-free zone.
Sanjay Parate said that the matter of water, forest, land and minerals is under the jurisdiction of the state government and the BJP government of the state and center is completely responsible for the deforestation in Hasdev. Here, in the name of electricity and development, a plan of destruction is being created for the loot of Adani and the democratic rights of the citizens fighting against it are being violated. He said that instead of making Hasdeo a mining-free zone, a conspiracy is being hatched to make it a civilian-free zone and an unannounced ban is being imposed on the entry of civilians into this area. The Kisan Sabha leader termed PESA and Tribal Forest Rights Act as supreme and demanded its implementation and cancellation of approvals for all coal blocks allotted in this area. He said that any mining permission given on the basis of fake resolutions of Gram Sabhas has no validity, whether it has the signature of the Prime Minister or the President.
Congress President Deepak Baij considered the mistake of the Congress government in not cancelling the fake proposals prepared by Adani in the name of Gram Sabhas during the BJP rule and assured that in future it will always stand with the tribals of Hasdev.
Representatives of AAP, Johar Chhattisgarh Party, Communist Party of India (Marxist), CPI (ML)-Red Star and Liberation also addressed the gathering and expressed their solidarity with the struggles of the tribals and Hasdeo.
