कोरबा(दि.17जानेवारी):-एक ओर जब एसईसीएल प्रबंधन दीपका में सुरक्षा पखवाड़ा मना रहा था और बिलासपुर सीएमडी, डीटी, सभी क्षेत्रों के जीएम और सभी डायरेक्टर उपस्थित थे, वहीं दूसरी ओर आयोजन स्थल के बाहर खनन प्रभावित भू-विस्थापित सीएमडी और कुसमुंडा जीएम का पुतला फूंककर आंदोलनकारी नेताओं के खिलाफ कुसमुंडा प्रबंधन द्वारा एफआईआर दर्ज करने का विरोध कर रहे थे।
छत्तीसगढ़ किसान सभा ने एसईसीएल प्रबंधन द्वारा भू-विस्थापितों के आंदोलनकारी नेताओं के खिलाफ एफआईआर दर्ज करने की तीखी निंदा की है और कहा है कि आंदोलनकारी रोजगार और पुनर्वास से जुड़े अपने अधिकारों के लिए अंतिम सांस तक लड़ेंगे और दमन की किसी भी कार्यवाही से डरने वाले नहीं है। इसके पहले भी वे लाठी और जेल का सामना कर चुके हैं।
उल्लेखनीय है कि कल किसान सभा और भू-विस्थापित रोजगार एकता संघ के नेतृत्व में सैकड़ों ग्रामीणों ने एसईसीएल के कुसमुंडा कार्यालय पर कब्जा कर लिया था। देर रात एसईसीएल प्रबंधन के साथ बनी लिखित सहमति के बाद यह कब्जा खत्म हुआ। इस बीच आंदोलनकारी ग्रामीणों ने कार्यालय के अंदर बैठकर दोपहर का भोजन खाया। प्रबंधन ने कुछ भू-विस्थापितों के लंबित रोजगार प्रकरणों को तत्काल अपनी स्वीकृति दी है और अन्य प्रकरणों के लिए 29-30 जनवरी को उच्च स्तरीय वार्ता का आयोजन करने की लिखित सहमति दी है।
इस समझौते के तत्काल बाद प्रबंधन ने प्रशांत झा सहित तीन नेताओं के खिलाफ एफआईआर दर्ज कराई है। प्रशांत झा के खिलाफ प्रबंधन और प्रशासन द्वारा तीसरी बार एफआईआर दर्ज करवाई गई है। इस एफआईआर के खिलाफ कोयला क्षेत्र में तीखी प्रतिक्रिया हुई है और सैकड़ों भू-विस्थापितों ने दीपका में आयोजित सुरक्षा पखवाड़ा स्थल पर पहुंचकर सीएमडी और कुसमुंडा जीएम के दमनकारी रवैए के खिलाफ जमकर नारेबाजी की। कार्यक्रम स्थल पर जाने और पुतला दहन रोकने के लिए बड़ी संख्या में पुलिस बल और एसईसीएल के सुरक्षा गार्ड उपस्थित थे। इसके बावजूद वे सीएमडी और कुसमुंडा जीएम का पुतला फूंकने में कामयाब हो गए। पुतला दहन के समय पुलिस और भू-विस्थापितों के बीच काफी खींचतान और नोकझोंक भी हुई।
छत्तीसगढ़ किसान सभा के राज्य संयोजक संजय पराते ने एफआईआर दर्ज कराने को दमनात्मक रवैया बताते हुए एसईसीएल प्रबंधन की तीखी निंदा की है और कहा है कि आंदोलनकारियों के साथ समझौता और उनके खिलाफ एफआईआर एक साथ नहीं चल सकता। इससे पता चलता है कि कोल प्रबंधन आंदोलन के बढ़ते प्रभाव से घबराया हुआ है और हर बार की तरह ही समझौते का केवल दिखावा कर रहा है। उन्होंने कहा कि कोयला प्रबंधन आम जनता को दिग्भ्रमित न करें, बल्कि आंदोलनकारियों की जायज मांगों पर सकारात्मक कार्यवाही करें। पराते ने पूछा है कि यदि आंदोलनकारियों के मुद्दे गलत हैं, तो प्रबंधन ने उनके साथ लिखित समझौता कैसे किया है?
किसान सभा के जिला अध्यक्ष जवाहर सिंह कंवर, उपाध्यक्ष दीपक साहू, सचिव प्रशांत झा ने कहा है कि पिछले 805 दिनों से भू-विस्थापित रोजगार और पुनर्वास से जुड़ी मांगों पर अनिश्चितकालीन धरना दे रहे हैं। चक्का जाम से लेकर खदान बंदी तक कई उग्र आंदोलन हो चुके है और हर बार कुसमुंडा प्रबंधन ने कई मांगों को माना है, लेकिन उस पर सकारात्मक कार्यवाही नहीं की। कई बार लिखित में उच्च स्तर पर बातचीत का आश्वासन दिया है, लेकिन बाद में वह मुकर गया। इसलिए अब कुसमुंडा प्रबंधन की कोई साख आम जनता और ग्रामीणों की नजर में नहीं बची है। इस क्षेत्र में अशांति के लिए केवल कोयला प्रबंधन ही जिम्मेदार है। किसान सभा नेता ने कहा कि यदि 29-30 जनवरी की वार्ता में कोई नतीजा नहीं निकलता, तो आंदोलन और तेज किया जाएगा।

On one hand, when SECL management was celebrating Safety Fortnight in Deepka and Bilaspur CMD, DT, GM of all areas and all directors were present ; on the other hand, outside the venue of the event, the effigy of Bilaspur CMD and Kusmunda GM was burnt by the agitating people of mining affected areas, protesting against filing of FIR by the Kusmunda management of SECL.
Chhattisgarh Kisan Sabha has strongly condemned this action of the SECL management against the agitating leaders of the land displaced people and said that the agitators will fight till their last breath for their rights related to employment and rehabilitation and are not afraid of any action of repression. Even before this FIR, they had faced lathicharge and jail.
It is noteworthy that yesterday, hundreds of villagers under the leadership of Kisan Sabha and Rojgar Ekta Sangh, had captured the Kusmunda office of SECL. The occupation ended after a written agreement was reached with the SECL management late night. Meanwhile, the agitating villagers sat inside the office and ate lunch. The management has given its immediate approval to the pending employment cases of some land displaced people and has given written consent to organize high level talks on 29-30 January for other cases.
Immediately after this agreement, the management has filed an FIR against three leaders including Prashant Jha. For the third time, FIR has been lodged against Prashant Jha by the management and administration. There was a sharp reaction in the coal area against this FIR and hundreds of land displaced people reached the venue of Security Fortnight organized in Deepka and raised slogans against the oppressive attitude of CMD and Kusmunda GM. A large number of police forces and SECL security guards were present to stop the burning of the effigy. Despite this, they succeeded in burning the effigy of CMD and GM Kusmunda. At the time of burning of the effigy, there was a lot of friction and altercation between the police and the land displaced people.
State convenor of Chhattisgarh Kisan Sabha, Sanjay Parate has strongly condemned the SECL management, terming the filing of FIR as a repressive attitude and said that compromise with the agitators and FIR against them cannot go together. This shows that the Coal management is nervous about the growing influence of the movement and like every time, is only giving lip service to the agreement. He said that the coal management should not mislead the general public, but should take positive action on the legitimate demands of the agitators. Parate has asked that if the issues of the agitators are wrong, then how has the management made a written agreement with them?
Kisan Sabha District President Jawahar Singh Kanwar, Vice President Deepak Sahu, Secretary Prashant Jha have said that for the last 805 days they have been staging an indefinite strike on the demands related to employment and rehabilitation of displaced people. There have been many movements from Chakka Jam to mine closure and every time the Kusmunda management has accepted many demands, but did not take positive action on them. Many times he has given assurance in writing of talks at high level, but later he retracted. Therefore, now Kusmunda management has no credibility left in the eyes of the general public and villagers. Coal management alone is responsible for the unrest in this area. The Kisan Sabha leader said that if no result is achieved in the talks on January 29-30, the agitation will be further intensified.
