रायपुर(दि.7फेब्रुवारी):-अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने राज्य में धान खरीदी पुनः शुरू करने की मांग की है। किसान सभा ने सरकार द्वारा जारी आंकड़ों के आधार पर दावा किया है कि अभी भी 2.13 लाख किसानों का 30 लाख टन धान अनबिका है और इनमें से अधिकांश किसान सीमांत और लघु किसान तथा बहुसंख्यक आदिवासी और दलित समुदाय के किसान हैं।
आज यहां जारी एक बयान में छत्तीसगढ़ किसान सभा के संयोजक संजय पराते ने कहा है कि राज्य में 26.85 लाख धान उत्पादक किसानों ने 33.51 लाख हेक्टेयर रकबे का पंजीयन कराया था, लेकिन सरकारी आंकड़ों के अनुसार, 24.72 लाख किसान ही 27.92 लाख हेक्टेयर रकबे का धान बेच पाए हैं। फरवरी के अतिरिक्त चार दिनों में 19000 किसानों ने 2.69 लाख टन धान बेचा है। इस प्रकार, 2.13 लाख किसानों का 5.59 लाख हेक्टेयर रकबे में उत्पादित धान अनबिका है। 21 क्विंटल प्रति एकड़ के हिसाब से और अंतिम चार दिनों में बिके धान के औसत के हिसाब से भी, लगभग 30 लाख टन धान अनबिका है और यह छत्तीसगढ़ के कुल धान उत्पादन का 17% है। राज्य सरकार द्वारा देय मूल्य पर इसकी कीमत 9300 करोड़ रुपए होती है।
किसान सभा नेता ने कहा कि सरकारी आंकड़ों के अनुसार ही प्रदेश के 10 जिलों — बस्तर, बीजापुर, दंतेवाड़ा, नारायणपुर, सुकमा, मरवाही, मानपुर, बलरामपुर, कोरिया और मनेंद्रगढ़ — में धान की बिक्री बहुत कम हुई है। इन आदिवासी जिलों से अभी तक हुई कुल खरीदी का मात्र 9% का उपार्जन ही हुआ है। इन जिलों में धान बिक्री का औसत मात्र सवा लाख टन ही है। इससे साफ है कि सोसाइटी में धान बेचने से वंचित रहने वालों में अधिकांश सीमांत और लघु किसान तथा इनमें भी बहुलांश आदिवासी-दलित समुदाय से जुड़े किसान ही है। यदि सरकारी खरीदी पुनः शुरू नहीं की जाती, तो इन छोटे किसानों को अपनी फसल खुले बाजार में औने-पौने दामों पर बेचने के लिए मजबूर होना पड़ेगा।
पराते ने कहा कि एक ओर तो सरकार अंतिम व्यक्ति तक पहुंचने का दावा कर रही है, वहीं दूसरी ओर 2 लाख से ज्यादा छोटे और वंचित समुदाय के किसानों द्वारा उत्पादित 30 लाख टन धान न खरीदना दुर्भाग्यजनक है।
*30 lakh tonnes of paddy of 2.13 lakh farmers unsold, mostly marginal and small, tribal-dalit farmers: Kisan Sabha demands to start purchasing again*
Raipur. Chhattisgarh Kisan Sabha, affiliated to All India Kisan Sabha, has demanded resumption of paddy procurement in the state. Kisan Sabha has claimed on the basis of data released by the government that 30 lakh tonnes of paddy of 2.13 lakh farmers is still unsold and most of these farmers are marginal and small farmers and majority farmers are from Tribal and Dalit communities.
In a statement issued here today, Convenor of Chhattisgarh Kisan Sabha, Sanjay Parate has said that 26.85 lakh paddy producing farmers in the state had registered 33.51 lakh hectare area, but according to the government data, only 24.72 lakh farmers have been able to sell their paddy of 27.92 lakh hectare area. In the additional four days of February, 19,000 farmers have sold 2.69 lakh tonnes of paddy. Thus, paddy produced by 2.13 lakh farmers in 5.59 lakh hectare area remains unsold. Taking into account 21 quintals per acre and also the average of paddy sold in the last four days, about 30 lakh tonnes of paddy remains unsold and this is 17% of the total paddy production of Chhattisgarh. At the price payable by the state government, it is worth Rs 9300 crores.
The Kisan Sabha leader said that according to the government data, the sale of paddy has reduced significantly in 10 districts of the state — Bastar, Bijapur, Dantewada, Narayanpur, Sukma, Marwahi, Manpur, Balrampur, Korea and Manendragarh. Only 9% of the total purchases made so far have been procured from these tribal districts. The average sale of paddy in these districts is only 1.25 lakh tonnes. It is clear from this fact that most of those who are deprived of selling paddy in the society are marginal and small farmers and the majority of them are farmers belonging to the tribal-dalit community. If government procurement is not resumed, these small farmers will be forced to sell their crops in the open market at throwaway prices.
Parate said that on one hand the government is claiming to reach the last man, while on the other hand it is unfortunate not to purchase 30 lakh tonnes of paddy produced by more than 2 lakh small and deprived community farmers.
