रायपुर(दि.9फेब्रुवारी):-अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने आज विधान सभा में पेश वर्ष 2024-25 के बजट को राष्ट्रवाद की चाशनी में लिपटा कॉर्पोरेटपरस्त और चुनावी जुमालेबाजी वाला बजट करार दिया है, जिसमें प्रदेश के कृषि संकट से निपटने के लिए कोई कारगर कदम नहीं उठाये गए हैं। किसान सभा ने केंद्र और राज्य सरकार की किसान विरोधी और कॉर्पोरेटपरस्त नीतियों के खिलाफ 16 फरवरी को ‘छत्तीसगढ़ ग्रामीण बंद का आह्वान किया है।
आज यहां जारी एक बयान में किसान सभा के राज्य संयोजक संजय पराते, सह-संयोजक ऋषि गुप्ता व वकील भारती ने कहा है कि कल पेश आर्थिक सर्वेक्षण ने प्रदेश में खेती-किसानी और किसानों की दुर्दशा को सामने लाया था। इससे निपटने के लिए कृषि क्षेत्र में सार्वजनिक निवेश बढ़ाने की जरूरत थी, लेकिन इसकी पूरी तरह उपेक्षा की गई है, जो भाजपा की नीतियों के अनुरूप ही है।
उन्होंने कहा कि बजट में ग्रामीण क्षेत्रों में रोजगार के नाम पर 2887 करोड़ रुपए आबंटित किए गए हैं, जिससे ग्रामीण क्षेत्रों में प्रति परिवार औसतन 32 दिनों का ही रोजगार सृजन होगा, जबकि मनरेगा मांग के आधार पर न्यूनतम 100 दिनों के रोजगार की गारंटी देता है। मनरेगा में रोजगार पाने के लिए जो नए नियम बनाए गए हैं, उससे प्रदेश के 17 लाख ग्रामीण परिवार पंजीयन कार्ड होने के बावजूद मनरेगा में रोजगार की पात्रता से वंचित कर दिए है।
किसान सभा नेताओं ने कहा कि कृषि उन्नति योजना के अंतर्गत आबंटित 10000 करोड़ रुपयों की राशि से केवल 100 लाख टन धान खरीदी के मूल्य अंतर की ही भरपाई हो पाएगी, जबकि इस वर्ष ही 145 लाख टन की खरीदी हुई है और 2 लाख से अधिक किसानों का 30 लाख टन धान खरीदा नहीं गया है। इस मद में कम -से कम 18000 करोड़ रुपयों का प्रावधान किया जाना चाहिए था। इससे इस योजना के जारी रहने पर ही प्रश्न चिन्ह लग गया है। वैसे भी भाजपा की केंद्र सरकार किसानों को बोनस या इनपुट सब्सिडी देने के खिलाफ है।
भूमिहीन कृषि मजदूरों को प्रति वर्ष 10000 रूपये की सहायता देने की योजना का भी यही हाल है। प्रदेश में कृषि मजदूरों के 6 लाख परिवार है, लेकिन बजट आबंटित किया गया है केवल 500 करोड़ रुपए ही। इससे 10% कृषि मजदूरों तक भी इस योजना का फायदा नहीं पहुंचेगा।
किसान सभा ने कहा है कि जितनी लोक लुभावन घोषणाएं बजट में की गई है, उसका असली उद्देश्य आम जनता को फायदा पहुंचाना नहीं, केवल चुनावी लाभ बटोरना है। इसलिए इन योजनाओं में पात्रता के नाम पर ऐसी शर्तें थोपी जा रही हैं, जिससे अधिक से अधिक लोग इन योजनाओं के दायरे से ही बाहर हो जाए। वैसे भी भाजपा का चरित्र वादों को पूरा का करने का नहीं, जुमलेबाजी करने का ही है। छत्तीसगढ़ के इस बजट की अधिकांश घोषणाएं भी जुमलेबाजी साबित होने जा रही है। इस प्रदेश के प्राकृतिक संसाधनों की जो कॉरपोरेट लूट हो रही है, बजट इस बारे में पूरी तरह चुप्पी साध ली गई है और तकनीक के उपयोग के नाम पर कॉरपोरेट पूंजी के प्रवेश के रास्ते ही खोले गए हैं।
किसान सभा ने कहा है कि भाजपा की किसान विरोधी कॉरपोरेटपरस्त नीतियों और किसान विरोधी बजट के खिलाफ संयुक्त किसान मोर्चा के आह्वान पर 16 फरवरी को छत्तीसगढ़ ग्रामीण बंद का आयोजन किया जाएगा।

Raipur. Chhattisgarh Kisan Sabha, affiliated to All India Kisan Sabha, has said that the budget for the year 2024-25 presented in the Legislative Assembly today, is anti-farmer and in the interest of corporates. Kisan Sabha has called for ‘Chhattisgarh rural bandh’ on 16th February against the anti-farmer policies of BJP governments at the centre and state.
In a statement issued here today, Kisan Sabha State President Sanjay Parate, co-convenor Rishi Gupta and Vakil Bharti have said that Economic Survey of CG. had brought to the fore the plight of farming and farmers in the state. To begin with, there was a need to increase public investment in the agriculture sector and rural livelihood, but this has been completely ignored by the BJP Govt.
He said that an allocation of Rs. 2887 crore has been given in the name of employment in rural areas, which will create yearly only 32 days of employment per family on an average in rural areas, whereas MNREGA gives the right of minimum 100 days of employment. For the new rules that have been made for getting employment under MNREGA, 17 lakh rural families which owned their registration cards are thrown out of MNREGA.
Kisan Sabha leaders said that Rs.10000 crores is alloted for the Krishi Unnati Yojna and this budget will fulfill the input subsidy of only 100 tonnes paddy, whereas this year itself government purchased 145 lakh tonnes paddy and refused to purchase 30 lakh tonnes paddy of more than 2 lakh farmers. There should have been a provision of at least Rs 18000 crore in this account. Since the BJP central government is against the bonus or input subsidy to farmers, a question mark has been raised on the continuation of this scheme.
Same is the case with the scheme to assist Rs.10,000 per year to landless agricultural labours. The number of families of agricultural labours in the state is 6 lakhs, but the budget is only Rs 500 crores. Due to this, not even 10% agricultural labours will get the benefit of this scheme.
Kisan Sabha said that in view of Loksabha election, popular schemes are announced in the budget, but their real objective is not to benefit the public. Therefore, so much conditions are there in the name of eligibility, that more and more people are excluded from the schemes. Anyway, the character of BJP is not of fulfilling promises but of making jumlebaji only. Most of the announcements in this budget of Chhattisgarh are also proving to be mere rhetoric. The budget is silent about the looting of the natural resources of this state and the way for the entry of the corporates has been paved in the name of use of technology.
Kisan Sabha has said that Chhattisgarh Gramin Bandh will be organized on February 16 on the call of Samyukta Kisan Morcha against BJP’s anti-farmer and corporate policies. .
